Run by the Department of Innovation, Industry, Science and Research, the Prize recognises Professor May?s outstanding early-career achievement in science that has the potential to benefit human welfare or society.

In 2009, Professor May became the first Chevron Chair in Gas Process Engineering (GPE). He heads natural gas research at the Centre for Energy, which covers LNG production, CO2 sequestration and gas processing. His PhD research on gas condensate phase behaviour resulted in an international patent and the UWA prize for making the most significant contribution to his field.

In 2010, he was named the Western Australian Early Career Scientist of the Year and in 2009, he won the Australian National Metrology Institute prize for his contributions to gas metrology.

Chevron has been a major partner of the Chair in GPE and recently extended its contract to a $5.75 million five-year fixed term agreement to endow the Chair in perpetuity.

The investment is part of Chevron?s global University Partnership Program, which partners with universities around the world to foster academic excellence, research capacity and to build key relationships.

NCAA approves tougher sanctions for rule-breakers

(AP) ? The NCAA passed a package of sweeping changes Tuesday intended to crack down hard on rule-breaking schools and coaches.

Under the new legislation, approved by the 13-member board of directors, programs that commit the most egregious infractions could face postseason bans of two to four years and fines stretching into the millions, while coaches could face suspensions of up to one year for violations committed by their staffs. The board also approved measures to expand the penalty structure from two tiers to four, create new penalty guidelines and speed up the litigation process.

The vote ends a movement that started in August 2011 during the midst of one of the most scandalous years in college sports history. NCAA President Mark Emmert was so concerned that he asked dozens of university leaders to join him at a presidential retreat in Indianapolis.

It was then that Emmert, along with school presidents and chancellors, said they were going to get tough on those who refused to play by the rules.

Now they have.

"We have sought all along to remove the 'risk-reward' analysis that has tempted people ? often because of the financial pressures to win at all costs ? to break the rules in the hopes that either they won't be caught or that the consequences won't be very harsh if they do get caught," Emmert said. "The new system the board adopted today is the result of a lot of hard work and membership input devoted to protecting the collegiate model."

Under the plan, violators found in a "serious breach of conduct" with aggravating circumstances could get those postseason bans and be forced to return millions of dollars from specific events or gross revenue generated by the sport during those years in which rules were broken.

That's exactly what happened to Penn State in the wake of the Jerry Sandusky scandal. The NCAA banned the Nittany Lions' football program from postseason play until after the 2016 season and levied a $60 million fine on the school.

If a member of the coaching staff commits an egregious infraction, the head coach must prove he or she was unaware it occurred or face a suspension that ranges from 10 percent of the season to one full season.

"We expect head coaches to provide practices and training and written materials that instruct their assistant coaches how to act," said NCAA executive committee chairman Ed Ray, the Oregon State president. "If they've done that it can become mitigating evidence that they shouldn't be held accountable for what the assistant coach did. But head coaches have to have these things in place or the presumption will be that he or she didn't care enough to set standards. In that case, if the assistant goes rogue, then it's partly the head coach's fault and they need to be held accountable."

Another piece of the plan allows the NCAA to scrap its current system of major and secondary infractions for a four-level stepladder ? severe breach of conduct, significant breach of conduct, breach of conduct and incidental issues. Last fall, the governing body passed a measure calling for tougher eligibility requirements on incoming freshmen and junior college transfers; another that tied academic performance to postseason eligibility; a third that give schools flexibility to offer multiyear scholarships or stick with the standard one-year scholarships (it withstood an override attempt); and a fourth that allowed student-athletes to collect stipends of up to $2,000.

The stipend plan was shelved, though Emmert wants to put it in place. That is unlikely to happen before the board's January meeting and maybe later. Another committee is trying to shrink the NCAA's massive rule book, but no formal proposal is anticipated before January.

Disney to buy "Star Wars" producer for $4.05 billion

LOS ANGELES (Reuters) - Walt Disney Co agreed to buy filmmaker George Lucas's Lucasfilm Ltd and its "Star Wars" franchise for $4.05 billion in cash and stock, a blockbuster deal that includes the surprise promise of a new film in the series in 2015.

Although Lucas has in the past denied plans for any new "Star Wars" movies, he said in a video interview released Tuesday on Starwars.com that he had already created story treatments outlining three more films as well as many other Star Wars story lines.

Industrial Light and Magic and Lucasfilms' Skywalker Sound unit do much of their work for other studios and it was not clear how they might be melded with Disney operations.

Iger said no decision had been made on whether Lucasfilm would remain headquartered in San Francisco and neighboring Marin County, where Lucas lives, although the company said it would retain operations in Northern California.

The three Marin ranches that Lucas owns, two of which host Lucasfilm operations, are not part of the deal, a Lucasfilm spokeswoman said.

The news that the Star Wars tale will be revived thrilled some fans, although others said they had little appetite for new installments after the first six movies.

Lucas, in the video interview, said he felt Disney was the right home for his franchise. "I really wanted to put the company somewhere in a larger entity which could protect it," he said.

STAR WARS REDUX

The next "Star Wars" movie installment will be Episode 7 in the series, followed by Episodes 8 and 9, Iger said. Disney's long-term plan is to release a new movie in the series every two to three years thereafter, he added.

Chief Financial Officer Jay Rasulo said the Lucasfilm purchase would lower Disney's earnings per share by a low single-digit percentage in fiscal 2013 and 2014. He also said Disney would repurchase all of the issued shares on the open market within the next two years, on top of planned buybacks.

"Disney already has a great portfolio and this adds one more," said Morningstar analyst Michael Corty. "They don't have any holes, but their past deals have been additive."

Iger said he and Lucas first discussed a possible sale about 18 months ago. Lucas was pondering his retirement, and Iger was looking to add another well-known brand to the Disney empire. The two signed the deal at Disney's Burbank, California, headquarters on Tuesday.

"Everywhere I went, 'Star Wars' was already there, and sometimes they got there ahead of us," Iger said in an interview. "I kept seeing that brand and decided maybe we should buy it."

He told analysts he believed there was substantial pent-up demand for new "Star Wars" movies. Each of the last three films in the series would have grossed $1.5 billion in today's dollars at the box office, CFO Rasulo estimated.

The film's iconic characters also will boost Disney's sales of toys and other consumer products, particularly overseas, executives said. Sales of "Star Wars" items such as Darth Vader and Yoda action figures total roughly $215 million a year, Rasulo said.

In 2005, the year the last "Star Wars" film was released, LucasFilm generated $550 million in operating income, he added.

Lucas will not sit on the Disney board despite his 2.2 percent stake in the company, Iger said. Jobs, who held a large stake in Disney after it bought Pixar, had a seat on Disney's board.

Earlier this year, Lucas had told the fan magazine Empire: "I'm moving away from the company, I'm moving away from all my businesses, I'm finishing all my obligations and I'm going to retire to my garage with my saw and hammer and build hobby movies.

"I've always wanted to make movies that were more experimental in nature, and not have to worry about them showing in movie theaters."

October Meeting Recap ? Brewsquitos' Homebrewing Club

Steve, Tim, John, Nate, Al, Jeremy, Jason W., Matt P., and Phil were the attending members at this month?s meeting. It was good to see a few more friendly faces this time around and hopefully that will continue now that summer is over. Jason W. graciously hosted us at his shop. He and Al also shared some light snacks, thanks guys!

With Al and Jeremy both arriving a bit late, the rest of the group started with commercial in-style beers, as no one had brought a homebrewed in-style example. I shared a wet hopped Lager from Lakefront Brewery in WI (http://beeradvocate.com/beer/profile/741/62867/?sort=latest&start=0). In general everyone was pretty lukewarm on this offering. The hop flavor didn?t have the ?juiciness? normally associated with wet hopped beers. In retrospect, no one realized this weighed in at 7% abv as it hid that quite well. Next, Nate shared Southern Tier?s Harvest Ale, an Extra Special or Strong Bitter brewed in NY (http://beeradvocate.com/beer/profile/3818/13637). The name in this case may be a little misleading as it?s not wet hopped. However, this is a great fall seasonal with notes of caramel, piney/grapefruit/spicy hops and clean yeast character. I?ll definitely grab this one again. Steve shared Founders beloved Harvest Ale?probably one of my favorite beers (http://beeradvocate.com/beer/profile/1199/20478). This wet hopped IPA is extremely juicy with terrific grapefruit/dank-y hoppiness, yumsville! While enjoying this beer, we all relished in Tim?s amazing recollection of drinking 7-8 pints of the stuff at Founders Harvest Fest in 2011 (he brought a crew of people who didn?t enjoy it and they all gave their beers to him), good times! The final beer in this section of the evening was Buffalo Bill?s Pumpkin Ale which is contract brewed by Pyramid Brewing (both places are in CA, I believe) (http://beeradvocate.com/beer/profile/205/643) shared by John. Upfront this brew had the typical pumpkin spice aroma and flavor. I recall clove sticking out with some cinnamon too. It was decent, but the water-y body detracted from the overall experience.

Al and Jeremy finally showed up to really get the party started. Al continued his domination as brewer-of-the-year by sharing a homebrewed Pumpkin Ale. Once again, a very fine example by Al which showcased a fantastic smoked pumpkin flavor with a healthy dash of spices. He added a final touch of vanilla in the keg which smoothed out the profile without overwhelming the pumpkin and spice. Nice work Al! Al also shared an IPA that fell a little short and some of the Imperial Stout which was brewed at the New Holland Homebrewer?s United event in August. This beer is ready to drink (if anyone is still conditioning theirs) and is fucking tasty (nice work on the recipe, Jason!).

Tim brought a sample of the prototype Honey Wheat beer that he?ll re-brew for his friend?s wedding down south. They sent him a good amount of orange blossom honey to use in the beer and the flavor definitely comes through. The slight orange-y/citrus character of the honey worked very well with the hop profile. This will be a great beer for both craft and macro-lager drinkers at the event.

Jason W. shared a hoppy Brown Ale that he brewed with Mike Z and used Michigan hops from Michigan Hop Alliance (http://hopville.com/recipe/1648710). It had the drinkability of a good brown ale with moderate roast and a healthy kick of floral, slightly earthy hops. His next beer was an American Stout (http://hopville.com/recipe/1010935) with great roast and chocolate notes. Bitterness was right on for the style and gave good balance.

My beer for the month wasn?t a harvest ale, but I?m enjoying it more than any of the wet hopped beers I?ve done in the past. It?s a west coast style (very low malt profile and clean yeast) Pale Ale showcasing Nelson Sauvin hops from New Zealand. I find them to have a better grapefruit/citrus character with more ?dankiness? than some of the PacNW varieties. http://hopville.com/recipe/1649264

Rounding out the night, Jeremy shared a few commercial examples (Flying Dog?s Oyster Stout and ???, can?t remember too much from that point of the night ;-) ) and Matt P. brought two vintages (2008 and 2010) of Russian River?s Supplication (http://beeradvocate.com/beer/profile/863/22227). As a lover of sour beers?holy shit, thanks Matt! Both beers were VERY tart with a good amount of brett (barnyard, earthy). Big notes of cherry, oak and red wine in the taste. Separating the two was a much bigger acetic (vinegar) character in the 2010 version. The 2008 version was absolutely wonderful.

In other club news, the apparel order is currently on hold. According to Kevin the minimum piece order is 24 and we?ve currently got 12. Hopefully we can get this worked out soon, so everyone can rep? the club when they?re out and about.

?Saturday mornings are still very undesirable for all parties involved it seems, so I think we should just move on from that idea. In theory, meeting in the brewery would work perfectly, but the problem is that we are now double brewing most days, and Jacob has a very unpredictable schedule of when they shut down for the day. And really, we?re so small that there?s no place to go where we won?t all be in their way. I think we need to take this outside of the normal meetings for your club, let you guys do what you need to and meet when you need to, but still maintain a quarterly gathering here that?s something more than what you guys normally do. This could include vertical tastings of similar beers, things that you have cellared, or a focus on seasonals. We could arrange something like this on a weekend evening, set the schedule in advance, and then everyone in the club who wants to make it has plenty of time to prepare and not piss the wives off by getting drunk at 10am and being useless the rest of the day (I?ve been there). I?ve even got Jacob to volunteer his and the other brewers time to participate in these, if we could accommodate a Saturday or Sunday evening for example. So, throw this by the club and see what sticks. -Rick?

Poland found explosives on wreckage of president's plane: report

WARSAW (Reuters) - Polish investigators found traces of explosives on the wreckage of the government jet that crashed in Russia two years ago, killing Poland's president and 95 others, daily Rzeczpospolita reported on Tuesday.

Without citing sources, the newspaper said prosecutors and explosive experts who examined the remains of the plane in Russia found signs of TNT and nitroglycerin on the wings and in the cabin, including on 30 seats.

Traces of explosives were also found in the area where the Tu-154 crashed during its approach to a small airport near the Russian city of Smolensk on April 10, 2010, the daily reported.

Poland's military prosecutor's office plans to respond to the report later on Tuesday, its spokesman said.

Russian investigators had blamed the Polish crew for trying to land in heavy fog, while their Polish counterparts also said the airport controllers should not have allowed the plane to attempt an approach.

Some rightist groups in Poland, including main opposition party Law and Justice, had rejected the findings and suggested the crash could have been an assassination of President Lech Kaczynski and political and military leaders who flew with him.

In their official reports, investigators said they found no proof of the involvement of third parties.

The investigators have not ruled out the possibility that the traces of explosives come from unexploded bombs dating back to World War Two that could have remained in the area where the aircraft came down, the newspaper said.

Two years ago, the mobile landscape was quite different than what it is today. Android flagship phones sported 1GHz single-core CPUs and were in the process of upgrading to Froyo, the iPhone 4 was the Apple phone of choice and the word "phablet" was sure to be followed by a "Gesundheit." (It still is, arguably.) This is just a brief glimpse at the world in which Microsoft's Windows Phone 7 was born. Destined to be the replacement solution for an obsolete Windows Mobile 6.x platform, WP7 did its best to disrupt the industry by offering its unique Metro user interface and slick performance across the board.

There was one growing problem, however; the mobile industry was rapidly changing, and the Windows Phone honeymoon didn't last as long as Microsoft would've liked. Today, the company enjoys less than 5 percent of the world's smartphone market share as it prepares to launch its next major revision, Windows Phone 8. The new firmware promises to resolve concerns surrounding hardware limitations and the platform's ecosystem, add a plethora of long-awaited features and integrate the OS with Windows 8. It's a hefty task for Microsoft to undertake, to say the least, but we're hoping that two revolutions around the sun were enough for the software giant to impress us with its struggling mobile platform. Microsoft: Windows Phone to catch up in apps

(AP) ? Microsoft launched a new version of its Windows Phone software with broad support from smartphone makers, cellphone carriers and app developers as the software company tries to position new Windows gadgets as strong alternatives to Apple and Android devices.

The company also promised to address one of the chief shortcomings with Windows Phone: the dearth of third-party applications relative to offerings for Apple's iPhone and devices running Google's Android system.

Windows Phone 8 is the successor to Windows Phone 7, which launched two years ago but has had little traction in the market. The new software will run on more powerful phones with flagship models coming from Nokia, Samsung and HTC. Together, they'll launch eight Windows Phone 8 smartphones before the year is out, starting this weekend overseas and later in November in the U.S.

"People all over the world are about to fall in love with Windows Phones," Microsoft CEO Steve Ballmer said at the Windows Phone 8 launch event in San Francisco on Monday.

Microsoft said it will also catch up in offering third-party apps. There are 120,000 applications available for Windows Phone, but some apps that are popular on other systems are notably missing from Windows Phone because it can be hard to get developers interested in writing programs for a small number of smartphones.

Microsoft is patching some of those holes soon: Microsoft vice president Joe Belfiore said Internet radio service Pandora is coming to Windows Phone 8, along with games such as "Where's My Water?" Soon, he said, 46 of the 50 most popular smartphone apps will be available.

The company is also releasing an app for Skype, the Internet calling service it owns. The Skype app available for Windows Phone 7 was an unfinished, or "beta" version. The new Skype app will run in the background, listening for incoming calls without placing any drain on the battery, Belfiore said.

Microsoft scored a big endorsement from Verizon Wireless, the largest cellphone carrier in the U.S. It will carry three Windows Phones this holiday season, including its first Nokia phone in many years. No. 2 AT&T Inc. and No. 4 T-Mobile USA will also carry Windows Phones from Nokia and HTC, leaving only No. 3 Sprint Nextel Corp. out.

Verizon executives have said that they want to see a viable "third ecosystem" alongside Apple's iPhone and Google's Android. Having more potential partners to work with provides the carriers with more leverage against each one and would make them less dependent on the whims of Apple and Google.

Microsoft released Windows 8 for desktops, laptops and tablets last week. That event was devoid of surprises, as Microsoft needed to work with hundreds of partners such as computer makers ahead of time. With smartphone software, the number of partners is much smaller, so Microsoft was able to save some details for Monday's launch event.

For example, Belfiore revealed that Windows Phone 8 will come with a "Kid's Corner" feature. If enabled, kids will be able to start up the phone from the lock screen, gaining access to apps and games that the phone's owner has designated as safe for them. Belfiore brought his three children on stage to demonstrate the feature. Actress Jessica Alba lent star power to the event, endorsing Kid's Corner as a "busy mom."

Owners will also be able link apps to their lock screen, giving them at-a-glance information such as sports scores.

Windows 8 for computers has borrowed its look from Windows Phone 7, presenting applications not as icons but as "Live Tiles," which can be animated with data from the application. For instance, the "Pictures" tile shows a slideshow.

The live tiles and the distinctive user interface remain Microsoft's biggest selling points for Windows Phone. In terms of third-party applications and the features of the phones, it's mostly playing catch-up to the iPhone and Android.

Microsoft will be emphasizing the consistent look across devices in a massive advertising campaign that will talk not just about its new software, but its venture in hardware manufacturing. On Friday, Microsoft released its first tablet computer, the Surface.

"Between Windows 8, Microsoft Surface or Windows Phone 8, you won't be able to turn on the TV or open a magazine without seeing a Microsoft Windows ad," Ballmer said.

Good news for everyone who bought a Windows RT tablet or Windows 8 PC: the apps are coming!

A lack of apps has been one of the big complaints for Windows 8, particularly the RT version, which doesn't run Windows 7 apps. (Full Windows 8 PCs will run any app that works on Windows 7 mode.) No one thought this would be a permanent problem even though Microsoft failed to make its goal of 10,000 apps in the store by launch day. Windows 8 officially went on sale on Friday.

However, it came close at 9,029 apps of which 88% (or 7,940) are free, according the blog, WinAppUpdate.com.

But the most promising thing is the rate at which developers were adding apps: 500 apps a day for the two days prior to launch. The store now includes important entertainment apps like Netflix and important business apps, like Box. Remember that Windows RT also includes versions of Microsoft's flagship MS Office apps (Word, Excel, PowerPoint, etc.)

Even at 10,000 apps, Microsoft is way behind the competition. iPad users have about 700,000 iOS apps in the App store with 250,00 of them written specifically for the iPad. There's currently over 550,000 Android apps available, with more than 20,000 being added daily, according to Appbrain.com.

Northeast hunkers down ahead of Hurricane Sandy

ATLANTIC CITY, N.J. (AP) ? Hurricane Sandy wheeled toward land as forecasters feared Monday, raking cities along the Northeast corridor with rain and wind gusts, flooding shore towns, washing away a section of the Atlantic City Boardwalk, and threatening to cripple Wall Street and New York City's subway system with a huge surge of corrosive seawater.

By midday, the storm was picking up speed and was expected to blow ashore in New Jersey early in the evening, hours sooner than previously expected. Forecasters warned it would combine with two other weather systems ? a wintry storm from the west and cold air rushing in from the Arctic ? to create an epic superstorm.

From Washington to Boston, subways, buses, trains and schools were shut down and more than 7,000 flights grounded across the region of 50 million people. The New York Stock Exchange was closed. And hundreds of thousands of people were under orders to move to higher ground to await the storm's fury.

President Barack Obama and Mitt Romney suspended their campaigning with just over a week to go before Election Day.

At the White House, the president made a direct appeal to those in harm's way: "Please listen to what your state and local officials are saying. When they tell you to evacuate, you need to evacuate. Don't delay, don't pause, don't question the instructions that are being given, because this is a powerful storm."

Authorities warned that New York City and Long Island could get the worst of the storm surge: an 11-foot onslaught of seawater that could swamp lower Manhattan, flood the subways and cripple the underground network of electrical and communications lines that are vital to the nation's financial capital.

Because of Sandy's vast reach, with tropical storm-force winds extending almost 500 miles from its center, other major cities across the Northeast ? Washington, Baltimore, Philadelphia and Boston ? also prepared to for the worst.

"The days ahead are going to be very difficult," Maryland Gov. Martin O'Malley said. "There will be people who die and are killed in this storm."

Sheila Gladden evacuated her home in Philadelphia's flood-prone Eastwick neighborhood and headed to a hotel.

"I'm not going through this again," said Gladden, who had 5 1/2 feet of water in her home after Hurricane Floyd in 1999.

By early afternoon, the storm was 110 miles southeast of Atlantic City, its winds at 90 mph. It had speeded up to 28 mph and had begun the turn toward the coast that forecasters had feared.

As the storm closed in, it washed away an old section of the world-famous Atlantic City Boardwalk and left most of the city's emptied-out streets under water. All 12 casinos in the city were closed, and some 30,000 people were under orders to evacuate.

"When I think about how much water is already in the streets, and how much more is going to come with high tide tonight, this is going to be devastating. I think this is going to be a really bad situation tonight," said Bob McDevitt, president of the main Atlantic City casino workers union.

New Gov. Chris Christie, addressing those who were told to evacuate the state's barrier islands, said in his usual blunt way: "This is not a time to be a show-off. This is not a time to be stupid. This is the time to save yourself and your family."

In New York City, where 375,000 people were warned to evacuate, authorities moved to close the Holland Tunnel, which connects New York and New Jersey, and a tunnel between Manhattan and Brooklyn. Street grates above the subway were boarded up, but officials worried that seawater would seep in and damage the electrical switches.

In the morning, water was already splashing over the seawalls at the southern tip of Manhattan and had matched the levels seen during Hurricane Irene in August 2011. Still, people were out jogging, walking their dogs and even taking children out in strollers amid gusts of wind.

"We're high up enough, so I'm not worried about flooding," said Mark Vial, who was pushing his 2-year-old daughter, Maziyar, in a stroller outside their building, where they live on the 15th floor. "There's plenty of food. We'll be OK."

Water was already a foot deep on the streets of Lindenhurst, N.Y., along the southern edge of Long Island, and the canals around the island's Great South Bay were bulging two hours before high tide.

The major American stock exchanges closed for the day, the first unplanned shutdown since the Sept. 11 attacks in 2001. Wall Street expected to remain closed on Tuesday. The United Nations canceled all meetings at its New York headquarters.

New York called off school on both Monday and Tuesday for the city's 1.1 million students, and the more than 5 million people who depend on its transit network every day were left without a way to get around.

Sandy, a Category 1 hurricane, was blamed for 69 deaths in the Caribbean before it began traveling northward, parallel to the Eastern Seaboard. Forecasters said the combined Frankenstorm could bring close to a foot of rain in places, a potentially lethal storm surge of 4 to 11 feet, and punishing winds that could cause widespread power outages that last for days. Up to 3 feet of snow was forecast for the West Virginia mountains.

About 90 miles off Cape Hatteras, N.C., the Coast Guard rescued 14 crew members by helicopter from the HMS Bounty, a replica 18th-century sailing ship that sank in the storm. The Coast Guard searched for two other crew members. The ship was built for the 1962 Marlon Brando film "Mutiny on the Bounty."

The rescued had donned survival suits and life jackets and boarded two lifeboats after the ship began taking on water. They were plucked from 18-foot seas just before sunrise.

O'Malley, the Maryland governor, said a fishing pier in the beach resort of Ocean City, not far from a popular boardwalk and amusement park, was "half-gone." The area had been ordered evacuated on Sunday.

Craig Fugate, chief of the Federal Emergency Management Agency, said FEMA teams were deployed from North Carolina to Maine and as far inland as West Virginia, bringing generators and basic supplies that will be needed in the storm's aftermath.

"I have not been around long enough to see a hurricane forecast with a snow advisory in it," Fugate told NBC's "Today" show.

Honda cuts forecasts, hopes for China recovery in February

TOKYO (Reuters) - Honda Motor Co cut its full-year net profit forecast by a fifth after sales in China were hit by a popular backlash against Japanese goods, and warned it could be February before business in the world's biggest autos market returns to normal.

The cut, prompted by a slump in sales amid often violent protests in a dispute about ownership of islands in the East China Sea, makes it likely that bigger Japanese rival Nissan Motor , and possibly Toyota Motor , will follow suit when they report quarterly earnings early next week.

"It's likely Toyota and Nissan are going to cut forecasts in the same way. A cut was to be expected because the problems with China weren't factored into forecasts," said Fujio Ando, managing director at Chibagin Asset Management.

Demand for Honda, Toyota and Nissan cars slumped in China in September as tempers flared in the territorial dispute, with South Korea's Hyundai Motor and Germany's BMW picking up market share. Toyota has said its China sales dropped 49 percent in September.

Sales by Honda and its China joint ventures dropped 40.5 percent last month. China is Honda's second-biggest market after the United States, accounting for 17 percent of 2011 sales.

Honda said on Monday that its two biggest China plants would continue to run on one shift, rather than two, until at least the middle of next month, with output then gradually picking up ahead of Chinese New Year in February - a traditional buying season. It cut its full-year China sales forecast by 17 percent to 620,000 vehicles, but said there would be no change to its investment there. Honda plans to invest $880 million to expand capacity at its plants in Guangzhou and Wuhan over the next few years.

"China is the world's biggest auto market and there's no doubt it will continue to grow. We will continue our current (investment) plan," Executive Vice President Tetsuo Iwamura told a results briefing.

Honda, whose models include the Accord, Fit/Jazz, Civic and CR-V, cut its net profit forecast for the year to March to 375 billion yen ($4.7 billion) from 470 billion yen. Last year, Honda reported net profit of 211.5 billion yen. It also cut its forecasts for annual operating profit and revenue, citing uncertain markets in China, Europe and India.

Shares in Honda - which fell 15 percent to near 9-month lows amid the China protests - ended 4.7 percent lower at 2,399 yen, their biggest one-day fall in nearly 5 weeks.

Honda released its quarterly earnings three hours earlier than planned, after accidentally posting the results on its website. It took down the numbers, but was told by the Tokyo Stock Exchange to bring forward the full announcement, a Honda spokeswoman said.

Net profit for July-September rose 36.1 percent to 82.2 billion yen ($1.03 billion), some way below the average estimate of 107.2 billion yen from six analysts polled by Thomson Reuters I/B/E/S. A year ago, Japanese manufacturers were still reeling from the March earthquake and tsunami.

Honda's quarterly profits were also dented by start-up and advertising costs for the new Accord sedan, which went on sale in the United States in September, but the refresh helped Japan's third-biggest automaker increase its share of the U.S. car and light truck market to 8.7 percent in September.

The fallout from the Japan-China dispute could run into the current and fourth quarters, analysts have warned. Takaki Nakanishi, an analyst at Bank of America Merrill Lynch in Tokyo, said the impact could, at best, last 3 months, and up to 6 months in a pessimistic scenario.

CEO Takanobu Ito, 59, an engineer who took charge three years ago, has set a demanding goal to nearly double global car sales to 6 million in four years. Worldwide production jumped 69 percent in April-September to above 2 million vehicles.

The carmaker on Monday trimmed its full-year global sales forecast to 4.12 million vehicles from an earlier estimate of 4.3 million. It said vehicle sales in July-September rose 47 percent to 996,000.

Toyota and Nissan report their quarterly earnings on November 5 and November 6, respectively.

We've been seeing lots of signs that a 32 GB model of Google's Nexus 7 was going to be announced, and today it's been officially announced. A nice little surprise in the announcement is that the new Nexus 7 also has 3G built in, compatible with the Three network in the UK, AT&T in the U.S, and plenty of other networks worldwide. 

The U.S. version of the 32 GB Nexus 7 with HSPA+ connectivity will cost $299 and work on AT&T's network, or you can skip the cellular data and save fifty bucks. The UK model will be available for £199 starting at 4:30 PM today. Those in U.S., U.K., Australia, France, Germany, Spain and Canada be able to order unlocked devices right from Google starting November 13.

Palestinians to seek UN recognition next month

(AP) ? The Palestinian president is moving forward with his plan to seek upgraded observer status at the United Nations next month, despite American and Israeli threats of financial or diplomatic retaliation, officials said Sunday.

The decision sets the stage for a new showdown between Israel and the Palestinians at the world body, following last year's attempt by the Palestinians to seek status as a full member state. Although that initiative failed to pass the U.N. Security Council, it caused months of diplomatic tensions with Israel.

"We will go to the U.N. regardless of any threats," said Tawfik Tirawi, a senior member of President Mahmoud Abbas' Fatah movement. "I expect the Israelis to take punitive measures against us, if we win this status, but this is our choice and we will not retract it."

This year, the Palestinians are seeking "nonmember state" status in the U.N. General Assembly, where passage is assured. The 193-member assembly is dominated by developing nations sympathetic to the Palestinian cause. Officials say they are looking for what they call a "quality" majority that includes European countries as well, though Germany and Britain, for instance, have been cool to the Palestinian plan.

While upgraded status would not change the situation on the ground, the Palestinians say the move is still significant. They will ask for international recognition of a Palestinian state in the West Bank, Gaza Strip and east Jerusalem, territories captured by Israel in the 1967 Mideast war.

They believe the U.N. vote would then require Israel to withdraw to the pre-1967 lines or face international legal action. Israel rejects a full return to those lines, and says the borders between Israel and a future Palestine must be reached through direct negotiations.

The Palestinians also hope to use upgraded status to join additional U.N. bodies, such as the International Criminal Court, where they could attempt to prosecute Israel on war crimes violations. The Palestinians last year received membership into UNESCO, the U.N. cultural agency. Over Israeli objections, they subsequently won recognition of the Church of the Nativity in the West Bank town of Bethlehem as an endangered heritage site.

A Palestinian official said Abbas is expected to formally put his request to the General Assembly on Nov. 15 or Nov. 29.

The official spoke on condition of anonymity because no formal decision has been made.

Both dates are symbolic. The 15th is the anniversary of the 1988 Palestinian declaration of independence. The 29th is the anniversary of the 1947 U.N. decision to partition of what was then British-ruled Palestine into Israeli and Arab territories. Jewish leaders agreed, but Arabs rejected the plan, war erupted, and the Palestinians remain without a state. The U.N. now observes Nov. 29 as its annual day of solidarity with the Palestinians.

The Palestinians last year decided to turn to the U.N. after years of deadlock in peace efforts with Israel. Negotiations have been frozen since late 2008, in large part over Israeli settlement construction in the West Bank and east Jerusalem. The Palestinians say they will not resume talks without a settlement freeze.

Israeli Prime Minister Benjamin Netanyahu approved a partial settlement freeze in 2009, but he refused to extend the slowdown when it expired, and a short-lived round of peace talks collapsed just weeks after they were launched.

Abbas has said he will be ready to resume talks after the U.N. vote, perhaps even without a settlement freeze.

While Netanyahu has in the past said he is ready to talk without preconditions, he has not said how he would react to a U.N. vote.

Israeli Foreign Ministry spokesman Yigal Palmor said Israel has not yet decided how to respond, but he warned that U.N. recognition would "irreversibly poison the atmosphere" and make it impossible to resume peace talks.

"The Palestinians are openly declaring their intention to use this recognition as a weapon in an ever continuing diplomatic war they intend to wage against Israel," he said. "If they are going to wage a legal and diplomatic war against Israel, what are the odds of returning to the negotiating table?"

Last year, Israel withheld millions of dollars in tax transfers to the Palestinians after their attempt to win full membership. That gambit was opposed by the United States, which threatened to use its veto power in the Security Council to block the bid.

The U.S. has not publicly said how it will respond this time, though Palestinian officials say Washington has also threatened to cut off vital financial aid to the cash-strapped Palestinian Authority.
