Kevin Walthers Settles into Dream Job as New Allan Hancock College President

Allan Hancock College was on a list of the top five places in the country where Kevin Walthers wanted to work.

The Texas native had heard about the school?s stellar reputation, and over the years he actually had visited the Santa Maria Valley on several occasions to catch up with friends, who also thought highly of the community college.

Walthers remembered the cool ocean breeze and ? even more noticeable ? the welcoming, friendly people he had met.

On a recent afternoon while sitting in the college?s office of the president, Walthers expressed deep gratitude for having been able to circle back to Hancock?s campus earlier this year when he was selected to lead it.

?The whole culture here is nice,? Walthers told Noozhawk. ?It?s a place I wanted to be. I?m only the fifth president. That?s good.?

Walthers, who most recently served as president of Las Positas College in Livermore, has officially been at the Hancock helm since July 8, after the Board of Trustees sang his praises and finalized his contract in June.

Since then, it?s been a flurry of meet-and-greet with faculty, staff and students, and familiarization with the 93-year-old institution?s four campuses in Santa Maria, Lompoc, Solvang and at Vandenberg Air Force Base.

Remembering a person?s name upon a second meeting is considered a small victory as Walthers prepares for the arrival of 11,500 students for fall classes, which begin Aug. 19.

?I?m excited for the students to come back,? he said. ?There?s so much energy.?

Walthers set his sights on Santa Maria after a career that began in Texas as a high school government and economics teacher. His career journey took him to Utah in 1996 and then West Virginia for two years before arriving on the West Coast in the summer of 2011 to lead Las Positas in the East Bay Area.

He said he and his wife, Shannon, have always considered themselves ?Westerners? because she grew up in Colorado and he just outside Dallas before moving from state to state while his father was in the Air Force.

Walthers said he?s just another first-generation college student who decided to pursue a career in education.

His r?sum? includes vice chancellor for administration for the West Virginia Community and Technical College System and the West Virginia Higher Education Policy Commission, as well as executive roles with the Utah State Board of Regents and the College of Eastern Utah.

Having been a community college student himself, Walthers said he wants to ensure students are aware that they have access to any career they desire.

?It?s kind of a pay it forward kind of thing,? he said, noting his grandmother?s emphasis on the importance of getting an education. ?It?s a fun job. We teach them how to learn using specific skills. It?s invigorating to be a part of that.?

Walthers said he hopes to focus attention on strategic planning and student success. What time and attention is left will go toward sharing hobbies with his 10-year-old son, Trey, at their Orcutt home.

The new president?s orientation appears to be finishing up as first-year students begin arriving for an orientation of their own this week.

U.S. lawmakers take Washington tax reform show on the road

PHILADELPHIA (Reuters) - Abandoning the corridors of power for a shop full of gleaming, supersized steel refrigerators and steam ovens, two U.S. lawmakers took their quixotic bid to overhaul the 70,000-page tax code on the road this week to rally public support outside Washington.

Democratic Senator Max Baucus and Republican Representative Dave Camp, who chair the congressional tax-writing committees, sought ideas on Monday from the owner of Mrs. G's, a 40- employee New Jersey appliance business.

There in Lawrenceville, and later at the Hub, a Philadelphia-based technology meeting space with about 50 workers, they spoke of arcane tax subjects from depreciation rules to accounting methods and how to make the tax code better.

"What are the most maddening, complex provisions that make you want to pull your hair out?" Baucus asked Debbie Schaeffer, 54, the president of Mrs. G's who led the two through a tour of appliances in the business she took over from her grandmother.

"We don't have enough time," Schaeffer's certified public account, Marguerite Mount, chimed in. She then noted the problems of defining small business reflected in section 263(a) of the tax code. "Defining small business and clarity on that would be huge."

The lawmakers' effort will shift into high gear after the congressional August break, when both Camp and Baucus are set to release long-awaited proposals to revamp everything from charitable contributions to business write-offs.

Camp and Baucus began a nationwide tour earlier this month to drum up support for the effort, which faces skepticism from party leaders and a fight from lobbyists aiming to protect the most lucrative and popular tax breaks.

Some fellow senators last week were critical of an effort by Baucus and Republican Senator Orrin Hatch to solicit specific ideas for rewriting a tax code that was last revamped 27 years ago.

"It's messy," Baucus said, acknowledging that it would not be easy to forge an agreement.

Both businesses the duo visited file tax reforms as pass-through entities - meaning the profits flow directly to the owners who are then taxed. Such business pay the same rate as the highest income taxpayers of 39.6 percent.

Neither of the owners complained about the rate, though they did grumble about benefits traditional corporations get, such as the ability to carry forward losses to reduce tax bills.

The interactions highlighted the challenges facing the effort, including getting taxpayers to identify tax provisions they now enjoy that they would be willing to give up for lower tax rates - the goal of the effort.

By way of example, Schaeffer could not name what deductions she would be willing to give up for a lower rate.

At the Hub, a business that rents out space to other businesses for holding corporate meetings, co-founder John New said he appreciated many aspects of the tax code, but the mind- numbing complexity eats away at time that could be better spent building his business, he said.

"Some of the things are built on a rational set of principles," New said. "But when it goes past page 2 or 3 (of instructions) it really goes into la-la land."

The tax code was last thoroughly revamped in 1986, when Republican President Ronald Reagan struck a deal to pass legislation backed by a Democratic House of Representatives and a Republican Senate.

In the years since, tax issues have dominated public and congressional debate and factored prominently in U.S. election campaigns, even as tax breaks expanded. Breaks range from mortgage interest deductions for homeowners to exceptions and special provisions for business.

Church of England Urged to Pressure Google to Block Child Porn

Claire Perry, a legislator and David Cameron's adviser on childhood, has urged the Anglican Church, whose pension fund has $8.7 million stake in Google, to "put their money where their mouth is."

"It is quite clear that many companies, in particular British Internet Service Providers are finally now taking a really responsible approach to this. They are seeing that we want a level of social responsibility," The Telegraph quoted Perry as saying. "There are others out there who have not got that attitude. The Prime Minister was saying Google have a responsibility, they are effectively helping people for which there can be no case made."

The Church of England and other investors have a role to play, "they have questions to ask themselves," Perry added. "They are moral leaders. If they are going to opine on things then putting your money where your mouth is an incredibly powerful tool."

Archbishop of Canterbury, the Most Rev. Justin Welby, says it's difficult to completely rule out investment in companies involved with pornography and gambling.

"We are going to have to review these levels and how we do it. The reality is, if you invest in a hotel chain, a lot of hotel chains sell pornography in their hotel rooms," Welby was quoted as saying. "Do you therefore not invest in any hotel chains at all? The complexity of the thing is enormous. I've been living with this for many, many years. I've no illusions about this. If you exclude any contact with anything that directly or indirectly gets in any way bad, you can't do anything at all."

The Church rules allow investment in companies that get no more than 3 percent of their revenues from pornography, 10 percent from weaponry and 25 percent from tobacco, gambling, alcoholic drinks, payday lenders and cloning embryos.

Google claims they have "a zero tolerance attitude to child sexual abuse imagery."

"We use our own systems and work with child safety experts to find it, remove and report it," a spokesperson of the Internet service provider was quoted as saying. "We recently donated 5 million dollars to groups working to combat this problem and are committed to continuing the dialogue with the Government on these issues."

Cameron announced this week plans to take firm action on online pornography, saying it is important to protect children from even legal explicit content. "Our children are growing up too fast," he said in a speech. "They are getting distorted ideas about sex and being pressured in a way we have never seen before. As a father I am extremely concerned by this."

All smartphones will come with adult content filters, which can be deactivated only after users proves they are 18 years of age or older. At least six public Wi-Fi suppliers in the U.K. have also agreed to apply "family-friendly" filters on public networks where children are likely to be present, and will have the filters in place by the end of next month. British businesses will also be able to let patrons know their Wi-Fi networks are filtered by displaying a new "Family Friendly Wi-Fi" symbol. In addition, the government has also taken steps to protect children in their homes.

"Children can't go into the shops or the cinema and buy things meant for adults or have adult experiences ? we rightly regulate to protect them," Cameron said. "But when it comes to the Internet in the balance between freedom and responsibility, we have neglected our responsibility to our children."

Comet ISON Blazes with Distant Galaxies in Stunning Hubble Photo

A spectacular new photo gives a deep-space view of Comet ISON, which could put on a dazzling show when it zooms through the inner solar system in late November.

The image ? which researchers stitched together from five photos of ISON taken by NASA's Hubble Space Telescope?on April 30 ? shows the icy wanderer blazing against a backdrop of galaxies and bright stars.

"The result is part science, part art," Josh Sokol of the Space Telescope Science Institute in Baltimore, Md., which operates Hubble, wrote in a blog post last week. "It's a simulation of what our eyes, with their ability to dynamically adjust to brighter and fainter objects, would see if we could look up at the heavens with the resolution of Hubble." All five images were captured by Hubble's Wide Field Camera 3 UVIS instrument, researchers said. Three exposures were made with a filter that transmits yellow and green light (represented as blue in the image), while two used a filter that lets in red and some near-infrared light.

"In general, redder things are older, more evolved, than blue things ? this is true both for the crosshair-spiked stars and the smudges of distant galaxies," Sokol wrote.

Comet ISON?is cruising toward a close encounter with the sun on Nov. 28, when it will skim just 724,000 miles (1.16 million kilometers) above the solar surface. The comet could get incredibly luminous around this time, perhaps shining as brightly as the full moon, researchers say.

ISON has thus attracted a fair bit of "comet of the century" hype, with skywatchers and scientists around the world eagerly tracking its long trek toward the sun. Indeed, Hubble is just one of many instruments that researchers around the world are training on the comet as part of a coordinated observation campaign.

Comets are primordial bodies made from the same fundamental building blocks that coalesced to form the planets 4.5 billion years ago. So scientists hope that close study of the material that boils off ISON as it nears the sun will reveal insights about the solar system's early days.

While hopes for a great sky show are high, there is no guarantee that ISON will live up to the hype. Comets are notoriously unpredictable, and ISON's behavior could be particularly tricky to forecast. The comet, which was discovered in September 2012, is thought to be making its first-ever foray into the inner solar system from the distant and frigid Oort Cloud.

CALIFORNIA (Live Science/Yahoo News)? Pesticides from California?s valley farms are collecting in the tissues
of a singing treefrog that lives in pristine national parks,
including Yosemite and Giant Sequoia, a new study finds.

The chemicals include two fungicides never before found in wild frogs, said Kelly Smalling, lead study author and a U.S. Geological Survey (USGS) research hydrologist.? The study was published today (July 26) in the journal Environmental Toxicology and Chemistry.

?Fungicides have been registered for use for many years, but for some reason, they haven?t really been on anybody?s radar screen until recently,? said Smalling, who is based at the USGS California Water Sciences Center in Sacramento.

California?s Central Valley is one of the country?s most productive agricultural regions; crops include stellar wine grapes, nuts and kiwis.

Agricultural pesticides and fungicides have been detected more than 100 miles to the east, in the rural Sierra Nevada?s snow, water, air and amphibians. ?

But valley farmers aren?t the only source of agricultural chemicals: Illegal marijuana gardens hacked into public lands also expose wildlife to fertilizers and toxic rat poison.? Rare predator species, such as spotted owls and fishers, eat the poisoned mice and die.

?The marijuana cultivators make trail systems to go in, and put toxicants at every clearing,? said Mourad Gabriel, a University of California, Davis, wildlife disease ecologist who studies the effects of rodenticides on rare species.? ?A lot of predators will use any type of trail system, so you can imagine the potential risk to multiple different species.?

Scientists first noticed sharply declining frog populations in the Sierra Nevada starting in the 1980s.? The problem, however, is a global one? amphibians everywhere are suffering steep population losses and strange deformities.? Earlier studies by the USGS researchers found toxic pesticide concentrations in several frog species living in the national parks.? In 2009 and 2010, the scientists resurveyed many of the same sites, Smalling said.

Researchers collected Pacific chorus frogs on a north-south transect across Lassen Volcanic National Park, Lake Tahoe, Yosemite National Park, Stanislaus National Forest and Giant Sequoia National Monument. ?They tested frog tissue, water and sediment samples for more than 90 different pesticides and fungicides.

Complex Causes

The most common chemicals in the frogs were the agricultural fungicides pyraclostrobin and tebuconazole and the herbicide simazine. ?DDE, a byproduct of the pesticide DDT, was also frequently found.

?This hammers home the point that even if you?re in an area that looks wild and natural, it can have very serious impacts from human activities 100 miles, or even more, away,? said Brad Shaffer, director of UCLA?s La Kretz Center
for California Conservation Science.

The chemical concentrations were often higher in frog tissues than in the environment. ??The contaminants in the water and sediments were ridiculously low,? Smalling said.? The frogs may store up small exposures over time, or there simply wasn?t any pesticide when the water and sediment samples were taken, the researchers suggest.

While scientists agree that pesticides likely contribute to the dramatic decline in amphibians, there are many reasons that frogs are disappearing. ?The heavyweight is habitat destruction and degradation.? Climate change is another factor.

Toxic Pot Gardens

Most pesticides in the Sierras come from the Central Valley.? The pesticides travel to the mountains as aerosols, tiny particles that waft into the atmosphere on warm, rising air currents. ?Winds coming off the Pacific Ocean blow the aerosols west to the mountains, where they fall out of the atmosphere in rain and snow.

However, a boom in illegal pot farms in the past five years has brought a new chemical source into the parks.?

The cannabis cultivators spray pesticides and fertilizers and spread rat poison.?? Rodents that eat the poison live for two to seven days before keeling over, giving predators plenty of time to capture their dazed prey.

UC Davis? Gabriel and his colleagues are seeing the effects of these chemicals on the fishers, a carnivore being considered for Endangered Species Act listing. ?

Fisher cats nibble on everything from acorns to deer carcasses.??The scientists found rat poison in 85 percent of fisher cat carcasses collected on public and tribal lands, according to a study published in June.

The animals are also passing the poison on to their kits when the babies nurse, Gabriel said.

The UC Davis group is now testing barn owls, which rely more heavily on rodents for food than fisher cats do. ?Spotted owls have tested positive for rodenticides in Oregon, and Gabriel said preliminary data indicates barn owls are also
snaring poison-laced mice.

To note, amphibians such as frogs are considered the bellweather of an ecosystem?s health? the canary in the coal mine, so to speak.?

If the Pacific tree frog is being affected by agricultural pesticides, fungicides, herbicides, and rodenticide blowoff and fallout as studies suggest, you can bet other species are being affected too, such as insects (think bees), fish, larger predators? and yes, even you.

Petrobras Workers Strike, Shut Down Some Oil Platforms

Petrobras' P-52 oil platform built by Keppel FELS, one of the biggest floating platforms in the world. It was shut down on Thursday by striking oil workers, along with 40 other oil rigs floating off the coast of Brazil's Atlantic Ocean.

Petrobras oil workers affiliated with the North Rio Petroleum Workers Union, Sindipetro, went on a 24 hour strike and shut down 40 out of 48 deep sea oil platforms currently floating far off the coast of Rio de Janeiro and Espirito Santo states.

Sindipetro said that only security personnel were working on the platforms and that approximately 5,000 workers were participating in the strike. They?re looking for Petrobras, Brazil?s biggest oil company, to re-institute overtime pay for workers who spend nights on the oil rigs.

Petrobras stopped paying time off equal to 1.5 hours for each hour of overtime worked and Sindipetro wants it back. Workers do receive time-and-a-half wages for the overtime itself, however. ?Brazil?s unions are strong, and tend to make lots of noise where they can.

Petrobras said that platforms located in the prolific Campos Basin were still producing oil. Only a couple of platforms were temporarily off line.

This is Petrobras? most important piece of drilling real estate. ?In May, the Campos Basin produced 82% of Brazil?s total oil production, or around 2 million barrels of oil per day. It also accounted for 37% of Brazil?s natural gas production, which was around 75 million cubit meters per day out of Campos? deep sea wells. ?Petrobras discovered the wells in the basin in 2007, turning the company into a must-have stock for energy investors, and leading what has become a non-stop wave of money coming in from the world?s biggest oil companies.

Petrobras put an end to the union?s extra-overtime bennies in April.

Sindipetro fought back early this morning, before sunrise in a cool Rio winter?s morning.

Petrobras? P-52 platform was shut down completely without any oil production. P-15 was also shut down completely, with Sindipetro saying that around two million barrels of oil were not produced Thursday as a result.

At 15:00 local time, Petrobras oil drilling platforms P-07 and P-35 were also shut down without a drop of oil being produced. Production is expected to return later in the day. ?The two smaller units produce around 43,666 barrels of oil daily.

Petrobras shares have ignored the strike completely. ?The company?s stock is up 1.29% following news that CNBC front man Jim Cramer said the stock was a buy.??Cramer told his Mad Money viewers last night to buy Petrobras?during his?lightning round. ?Even though everyone considers Petrobras a government agency with no real pricing power,?Cramer said the stock was near its lows. ?I want to own it. It is down from its highs,? his said.

Japan scrambles jets after China plane flies by southern islands

TOKYO (Reuters) - Japan scrambled fighter jets on Wednesday after a Chinese military aircraft flew for the first time through international airspace near its southern islands out over the Pacific, in a move seen by Japan as underlining China's maritime expansion.

Ties between China and Japan have been strained by a territorial dispute over uninhabited East China Sea islets and hawkish Japanese Prime Minister Shinzo Abe won a decisive victory in upper house elections on Sunday.

Japan's Defense Ministry said a Chinese Y-8 airborne early warning plane flew through airspace between Okinawa prefecture's main island and the smaller Miyako island in southern Japan out over the Pacific at around noon and later took the same route back over the East China Sea.

"I believe this indicates China's move toward further maritime expansion," Japanese Defense Minister Itsunori Onodera told reporters, in comments carried on public broadcaster NHK.

Chinese government spokesmen were not immediately available for comment.

The waters around the disputed islands, called the Senkaku in Japan and Diaoyu in China, and which are to the west of Okinawa's main island, are rich fishing grounds and the sea floor around them could hold big oil and gas reserves.

Tension between China and Japan escalated last September when Japan bought three of the disputed islands from a private Japanese owner.

Since then, patrol ships and aircraft from both countries have been shadowing each other in the sea and skies around the islets.

That has raised fears of an unintended collision leading to a broader clash.

Abe has pledged to take a firm stance in the territorial dispute, but said in his news conference following the upper house election win that Japan's door was open to dialogue.

AUSTIN, TX--(Marketwired - July 23, 2013) - ?A reform push in Mexico that many have termed historic could get epic this fall. That's when President Enrique Pe?a Nieto will introduce plans to reform the oil and gas sector and overhaul the country's tax system.

There's a broad consensus among economists that Mexico's growth and long-term vitality rely on the passage of these plans, interlinked because oil revenues comprise a substantial part (around one-third) of the federal budget.

And there's a general acknowledgement across much of the Mexican political spectrum that Pemex, the state-owned oil company, is in dire need of reform. Now in its 75th year, the company's reputation is one of inefficiency and corruption while large and persistent financial losses (only one of its four subsidiaries is profitable) underscore its deficiencies. A host of problems, operational and structural, have limited the company's ability to invest in the technology necessary to tap deep-water reserves and develop Mexico's extensive shale-gas deposits.

Despite the grim outlook, there is not significant public support for reform of the oil sector. A recent poll by a respected Mexican research institute found that 65% of Mexicans disapprove of foreign investment in the sector. Analysts hold that Mexico's window to expand energy production is closing and in order to fulfill this strategic imperative it must change the regulatory framework to permit deeper international partnerships.

In an indication of his leadership mettle, Pe?a Nieto has not shied from declaring his support for such change. As a presidential candidate he spoke often of Mexico's being a "hostage to ideology" and the need to open oil to private investment for the good of the economy and the Mexican people. And in March at the PRI's national convention, he advanced his cause by marshaling unity behind a statute to allow increased private participation in the sector. It was a remarkable outcome given the country's oil narrative and the symbiosis between the PRI and Pemex. And it was a shot across the bows that internal party divisions will not put a brake on the administration's planned reforms.

Speaking at Pemex's anniversary commemoration on June 7, the president emphasized his view that the company "must be transformed in order to remain an engine for the country's development," while also stressing that "Pemex will not be sold or privatized." He reiterated these remarks a few days later in a speech and interviews while in Europe for the G-8, adding that the reform would include "the constitutional changes needed to give private investors certainty." He also declared his confidence that the Pact for Mexico, the three-party alliance that has so far produced substantive reform for labor, education and the telecoms sector, could deliver the reform. Though the staying power of the Pact remains to be seen, the results of the July 7 local elections help solidify its spirit of cooperation and coordination-at least for two of the three parties. The PRI's strong national showing and, paradoxically, its loss to the PAN in the only gubernatorial election (in Baja California), strengthen Pe?a Nieto's position as the next push for reforms begins.

The president's statements in Europe, along with an article in The Wall Street Journal on June 18 reporting that highly placed officials had revealed in an exclusive interview that the government would open the state-run oil-and-gas industry to private investment and competition, produced a shrill outcry in Mexico. The article also contained other previously unknown aspects of the plan, including that the reform would grant 25-year contracts in specific deep-water areas, develop a mechanism to allow foreign firms to book reserve, and create a national petroleum agency to administer the new partnership model. The blowback came not only because of the specific revelations, but also because of where (abroad) and to whom (foreign journalists) they were first delivered.

The reaction, though not extreme, came as a clear reminder of how deep sensitivities relating to the national patrimony run. It also served to highlight the importance of strategic communications and the need for the administration to make a clear case for energy reform first, and foremost, to the Mexican people. Given the swirling discontent over corruption, the administration must also be wary of appearing to conduct business behind closed doors or trying to sidestep contentious issues.

These red flags, so to speak, are especially relevant given the influence and disruptive potential of many of today's social movements. The eruption of mass street protests in Brazil is just one recent example of a government being forced to change direction on a policy initiative and find a way to rapidly and constructively respond to the desires, often inchoate, of a newly emboldened and empowered population. It's a cautionary tale that begins with frustration and finds expression in mass action.

Such scenarios are not unknown in Mexico: witness last year's Yo Soy 132, to name the most recent instance. The Pe?a Nieto administration surely knows it must be attentive to frustrations that are bubbling up around the country, whether over corruption, electoral meddling, or any other from a long list of grievances. No matter the issue or its import to an international or national business and political elite, it's the tools of democratic governance-transparency, communication, negotiation, inclusion, accountability-that are most essential for Mexico's leaders to wield.?

Aereo bringing online TV to Utah on August 19th

Online TV streaming service Aereo is going Manifest Destiny and headed westward, specifically to the fine state of Utah. The service is set to launch statewide on August 19th, just ahead of its September launch in Chicago. "Whether you live in Salt Lake City, St. George or Ogden," the company's PR announcement reads, indicating that the service isn't localized to any one major metropolitan area (like with previous rollouts).

Should you self-identify as a "Utahn" and have interest in getting signed up, you can pre-register at Aereo's main site and get "priority access" when the service launches next month. For a look at which networks will be offered, head below for the official word from Aereo.

Moore's 1st shutout leads Rays past Red Sox 3-0

BOSTON (AP) ? Matt Moore pitched a two-hitter for his first career shutout and the Tampa Bay Rays beat the Boston Red Sox 3-0 on Monday night to move within a half-game of first place in the AL East.

Ben Zobrist had three hits and James Loney drove in two runs for the Rays, who earned their sixth consecutive victory and won for the 18th time in 20 games.

In his first start since pitching a scoreless fifth inning in the All-Star game, Moore (14-3) gave up Mike Napoli's single in the second and David Ortiz's base-hit in the seventh. Ortiz took second on a wild pitch ? the only baserunner to get past first.

Brandon Workman (0-1) made his second career start, giving up two runs on seven hits and two walks, striking out four in six innings.

NBA ? Bold offseason decisions turn teams into contenders.

Life at the top of the NBA has become a little more crowded, thanks to an offseason featuring Dwight Howard, Doc Rivers and Russian billionaire Mikhail Prokhorov.

Howard is the free-agent center who walked away from the storied Los Angeles Lakers to seek his destiny in Houston.

Rivers has already enjoyed a Hall of Fame career, but he bolted Boston for a new coaching challenge with the Los Angeles Clippers.

Prokhorov is the controversial owner of the Brooklyn Nets, whose win-now philosophy and willingness to wheel and deal has turned New York into a two-team town.

The usual suspects, of course, are still around.

Defending champion Miami, San Antonio, Oklahoma City, Indiana, Memphis, Chicago and the Knicks have all done enough roster-tweaking to remain serious candidates for a title in 2014.

No team, however, did more than the Rockets.

Houston, without a championship since the golden years of Hakeem Olajuwon in 1994 and 1995, made the summer?s biggest move by bagging Howard. He could have made $118 million with the Lakers but instead signed a four-year, $88 million deal with the Rockets.

Howard?s presence could move the Rockets to the top of the Western Conference, even though they were eighth last season and lost to Oklahoma City in the first round of the playoffs.

At Howard?s introductory press conference, Olajuwon said, "He is the missing piece."

Noting that Howard will play alongside All-Star guard James Harden, general manager Daryl Morey said, "It absolutely gives us a chance. ... The way it is in this league, you have to have dominant top players and we have two guys we think that are in the top 10 in the league."

To propel the Rockets to a championship, however, Howard must be more engaged than he was during one disastrous season with the Lakers.

Although he averaged 17.1 points and 12.4 rebounds, he didn?t dominate. In fact, he often looked like a bored spectator.

Houston owner Les Alexander isn?t concerned: "He?ll be very happy here. Dwight recognizes that his boyhood dreams will come true as a Rocket."

Said Howard: "It means a lot to me just to have a fresh start and have an opportunity to write my own story. ... This is the place where I chose and I?m happy about it."

With Rivers as their coach and senior vice president of basketball operations, the Clippers are happy, too.

The third-winningest coach in Celtic history behind Red Auerbach and Tommy Heinshon, Rivers guided Boston to a championship in 2008 ? its first in 22 years.

With the Celtics rebuilding, however, Rivers moved to L.A. The Clippers got him out of his contract by giving Boston a first-round draft choice in 2015.

"This is truly one of the biggest moments in Clipper history," team executive Gary Sacks said at Rivers? first press conference.

L.A. won 56 games last season, but flamed out in the first round of the playoffs against Memphis.

It will be Rivers? job to take the Clippers farther ? a task made possible because All-Star point guard Chris Paul has signed a five-year, $107 million extension and Blake Griffin remains under contract.

In addition, the Clippers acquired sharpshooting guard J.J. Reddick and free agent center-forward Byron Mullens. Both should create space for Paul and Griffin.

"This is an extremely talented basketball team," Rivers said. "... What we have to figure out, with the group we have, is can we do that in the postseason as opposed to just the regular season?"

The legendary American writer, who made the bloody bullfights of Pamplona and the rugged African wilds legendary through his iconic fiction and essays, was flying over the Murchison waterfalls when his plane, a Cessna 180, crashed after hitting a telegraph pole, stranding him and his companions in the wild, with irate elephants on land and a river full of crocodiles to deal with.

Goan by origin, Gino Abreo, who now leads a retired life in Nicosia, Cyprus, says it was his father, the late Edwiges Abreo, who skippered a luxury boat, SS Murchison, that was passing by, who rescued the Hemingways and the pilot and brought them back to habitation ? a village called Butiaba by a river pier in present-day Uganda.

?He received a signal from his head office to check the area as my father?s ship was very close to the location of the crash near Murchison falls in Uganda,? Gino Abreo, 69, told in an email conversation.

Without naming him, Hemingway has immortalised Edwiges Abreo in his book ?By-Line Ernst Hemingway: Selected Articles and Dispatches of Four Decades? by vividly mentioning him and the rescue.

It was a series of ?Mayday? messages sent by Hemingway?s pilot, Roy Marsh, which made Edwiges Abreo look out for the celebrity couple, who were presumed dead by the international media which had heard of the crash.

?He was made aware of Hemingway?s eminence through the radio call he received saying it was a very famous American author and his wife who were presumed dead and to carry out a search party anyway,? said Gino Abreo, recounting the story his father had often narrated to his family over the years.

Edwiges Abreo?s boat, the SS Murchison, had also had a brush with Hollywood, says Hemingway.

?It was a very beautiful launch, fairly old-fashioned in lines, and we later found that it was the vessel which had been used in the motion picture called The African Queen, which starred two intrepid characters called Katharine Hepburn, who has my great admiration, and Humphrey Bogart, whom I have never yet seen in real life,? Hemingway wrote in his book.

With his ration of four Carlsberg beers, a bottle of Grand MacNish Scottish whisky and a few apples petering out, Hemingway wrote that the sight of the Edwiges Abreo-skippered boat was a ?pleasurable experience?.

Similarly, the tryst with the Hemingways too was a ?pleasurable experience? for the Abreos who had moved to Africa from Goa, shortly before the First World War. But Gino Abreo does wish that his mother had saved the fishing rod that Hemingway had gifted his father as a memento of the man who wrote the epic ?Old Man and The Sea? about an old sailor who fights a large, tenacious Marlin he has hooked.

?My mother told us that Hemingway gave my father his fishing rod. However, in those days, it meant nothing to my mother, who was a housewife with very little education behind her. Years later, she told us that she gave it away when she left Kenya to settle in the UK not realizing the significance of it,? Gino Abreo said.

He still has with him a 1954 clipping of The New York Times which carries an Associated Press report of Hemingway and his rescue and a scrap of paper from Hemingway?s book where one of the greatest writers of all times describes his father.

Other than that, the only other memory of the Hemingway rescue are the stories that his father used to narrate to him and his siblings.

And of course, the great writer?s fishing rod which was scrapped!

Okay so this whole thing isn't ideal, but it's also not as bad as it sounds. Basically on Tuesday there were two Navy AV-8B Harrier fighter jets that had launched from the USS Bonhomme Richard aircraft carrier and were doing a training exercise. They planned to drop bombs on Townshend Island bombing range, but were told by controllers that the area wasn't clear. The problem was that they didn't have enough fuel to land with such heavy loads. So they, you know, unloaded. Right onto the Barrier Reef.

CANCUN, Mexico?Taking a boat out from Cancun is like visiting an aquatic Disneyland for adults. Along a 25-kilometer coastal mainland stretch of luxury hotels, there?s parasailing, jet skiing and a ?pirate boat? where tourists eat surf and turf while watching a Captain Jack Sparrow type perform on stage. Eight kilometers offshore, near Isla Mujeres, divers and snorkelers flood the reef?often with the unfortunate consequence of breaking pieces of coral, bleeding sunscreen toxic to wildlife and otherwise stressing a delicate ecosystem.

Five years ago, desperate to give relief to one of the most heavily used coral reefs on the continent, a group of conservationists and artists teamed up to create an alternative to draw the tourists away. Today the underwater museum they created at a sandy shore just short of the Manchones Reef, off Isla Mujeres, showcases a collection of 200 beautiful humanlike statues. It has become an important attraction and is successfully transforming into habitat for local marine life.

The idea for an underwater sculpture garden came to Jaime Gonzalez, director of the Isla Mujeres National Park in Cancun, in 2005 after he saw how 87,000 tourists every year were literally loving the reefs to death. That year he had tried dropping ?reef balls??spherical artificial reefs?which people could perhaps visit instead.

The tour operators were not impressed, recalls Roberto Diaz, then-president of the Cancun Nautical Association that represents divers in the area, and they told Gonzalez so. ?He didn?t like my comments,? Diaz says. ?We have to bring tourists here. There was nothing to see. There were no fish. Just big balls that are empty?just horrible.?

Gonzalez, frustrated and disappointed, considered banning divers from the reef, but Diaz says it would have meant years in court. So rather than escalating an already tense situation, Gonzalez sought an alternative. He found Jason Taylor, a British underwater sculptor who had built a few underwater sculptures in Grenada. ?A lot of research has been done about artificial reefs, and they require a lot of resources and a lot of research and a lot of maintenance,? Taylor says. Scientists have sunk cinderblocks, old tires, ships and even train cars. But most are an eyesore before algae, then corals and sponges can populate them successionally.

Taylor?s sculptures near Manchones Reef, however, were a hit. Their ghostly shapes perfectly complemented the silent blue sea. Diaz immediately began raising funds. (So far it costs $12,000 to create and install each statue.) Ironically, they were soon so popular that tour operators complained when algae moved in.

Again Gonzalez compromised. He cleaned half of the statues, using his bare hands and steel wool, and let the rest continue on their way. As he cleaned, fish would hover behind his shoulder, waiting for him to expose urchins snacking on the algae that they would then eat. Without urchins to eat it, the algae just came back. But on the rest, their urchins intact, another layer of calcium-laying organisms grew underneath the algae and now represent beautiful maturing mini reefs. In some cases sponges moved in on specific spots, such as a statue?s lips, giving the impression of lipstick. ?What I never expected were the sponges,? Taylor says. ?Because the sculptures are placed in an open area where there?s lots of current, the sponges are able to filter nutrients from the water. So you are seeing these amazing bright yellow, pink, red, blue?all these different types of amazing sponges.?

The installation has also attracted other scientists and artists. Five Mexican sculptors now contribute to the growing installation, and a U.S. artist is designing an iron sculpture that will, with the help of an electric current, grow a calcium ?biorock? shell around it. Another sculpture of a body covered in ears houses electronic equipment that is part of a nascent network?by Heather Spence, a marine biologist with Michelle?s Earth Foundation?devised to record underwater background noise. Spence is part of a growing community who think that sound could be used to estimate the population dynamics of marine life. ?We?re actually documenting the formation of a reef by listening to that process. And that?s something that hasn?t been done before,? she says.

Where will it end? Gomes agrees that a chip embedded in the brain is far from a sci-fi fantasy. ?Already people are beginning to experiment with handicapped people for manoeuvring their wheelchairs,? he says. ?They are getting a few senses of direction with the wheelchair but getting from there to actual words is a long ways off. We have to do this in the brain a lot better to make that interaction possible. We have impatience for that to happen but the pieces of technology have to develop.?
