Scanadu unveils smartphone-enabled home diagnostics ...

scanadu SCOUTScanadu, the 2-year-old San Francisco startup aiming to develop a handheld medical scanner for home use, similar to the Star Trek tricorder, has unveiled its first three products, set for release by the end of 2013.

The Scanadu SCOUT is the central scanner component. The NASA Ames Research Center-based company says that customers simply hold the small, lightweight device to the patient?s temple and it will return five vital sign results with 99 percent accuracy in less than 10 seconds.

?Consumers? attention deficit is increasing,? CEO Walter de Brouwer told MobiHealthNews in an interview last month. ?And if they have a device that can do diagnostics, they are not willing to spend more than 10 seconds waiting. They?d like to have real time, they?ll settle for 10 seconds, but a minute would be too long.?

The data from the scan will be uploaded to a Scanadu app via Bluetooth and will track pulse transit time, heart rate, electrical heart activity, body temperature, heart rate variability, and blood oxygenation. The company plans to sell the device for less than $150, and the firmware will be remotely upgradable, allowing Scanadu to add new scanning metrics in the future.

?We found in user testing that the consumer doesn?t want to go through the ritual of the doctor checkup,? de Brouwer told MobiHealthNews. ?The consumer wants one position on the body. And he wants to do the diagnostics all in that one position. And the consumer is price-specific. For the consumer, the price sensitivity will be very high.?

In addition to the SCOUT, the company announced two ?low-cost and disposable early detection tools,? which will be integrated with the Scanadu app.

Project ScanaFlo will be used to conduct urinalysis. Customers can buy an over-the-counter disposable cartridge, and the software will test urine for preeclampsia, gestational diabetes, kidney failure and urinary tract infections. Pregnant women will also be able to scan for pregnancy complications or to monitor their health throughout the pregnancy.

Project ScanaFlu, meanwhile, will analyze saliva in cases of cold-like symptoms. It will test for Strep A, Influenza A and B, adenovirus, and RSV.

Scanadu plans to submit the products to the FDA for review as soon as next week. De Brouwer said that as a medical device with a consumer-focused use case, it?s not clear whether the FDA will consider the device unique. The SCOUT goes into manufacturing next month, freeing up the company?s team to work on the software side, particularly the user interface.

Scanadu also stressed in the announcement that Scanadu can be used by healthy customers, too, to monitor personal average vitals, so that when a person does get sick doctors have more information about what?s normal for that individual.

Dr. Alan Greene, Chief Medical Officer at Scanadu, said in a statement, ?Health decisions shouldn?t be based on averages, they should be based on a real, accurate and personalized healthfeed of data ? which we now have the power to give to the consumer in the palm of their hand.?

Scanadu is one of the more visible companies competing in the Qualcomm Tricorder X Prize, a competition to develop a device much like this one. The announced vitals the SCOUT can read line up fairly closely with the draft guidelines for the prize, with the exception of respiratory rate. De Brouwer said the device can read respiratory rate, but not within Scanadu?s self-imposed 10-second window. He said a marketable consumer product is a higher priority than the prize, which is still a year out from its first judging round.

De Brouwer believes Scanadu will be just one step in a personal health revolution.

?This is the beginning of a nascent industry of personal healthcare and consumer health. The first time in my life I?ve seen this excitement was with the personal computer, the second time was with the Internet and now it?s about health,? de Brouwer said.

He said he wants this product to change the relationship consumers of health care have with providers, making consumers the keepers of their own health information.

?Now we treat doctors as accountants who have to keep records for us,? he said. ?They were not trained to do this. What they were trained to be was an analyst of data, to give us their point of view, their therapy.?

Google launches site to help veterans land jobs

Google is aiming its search-engine horsepower at homecoming veterans, launching Thursday what may be the largest online hub to help men and women exiting the military as American armed forces draw down.

Called VetNet,?the site offers veterans three distinct ?tracks? to plot and organize their next life moves ? from ?basic training? which aids job hunters to ?career connections? which links users to corporate mentors and other working veterans to ?entrepreneur? which offers a roadmap to starting a business.

To arm the new site with some heavy-hitting experts, Google partnered with three leading nonprofits in the veteran-employment space: the U.S. Chamber of Commerce?s Hiring Our Heroes program, the Institute for Veterans and Military Families, and Hire Heroes USA.

?We asked: What else can we be doing with our technology to help these folks transition home?? said Carrie Laureno, founder of the Google Veterans Network,?the company?s employee-volunteer community which seeks to make Google a military-friendly work environment.


?We wanted to really move the needle in the right direction. And working with our three partners, we asked: What can we do together to help you reach more people?? Laureno said. ?How do we help these millions of people who are in this situation get the resources they need (to land civilian jobs) in a much easier, more straightforward way that?s ever been possible before??

After clicking a button to connect with VetNet, users gain access to a weekly snapshot of ?what?s happening? in the veteran-employment arena as well as to a ready group of business advisers and to an ongoing array of virtual ?hangouts? that train people on basics from resume writing to making ?elevator pitches? or that allow veterans to hear insights from leaders in retail, transportation, retail and entrepreneurship, Laureno said.

The venture drew a favorable review Thursday from a key congressional member.

?I am especially pleased to see companies like Google and their partners take the initiative to bring together these various resources to help veterans navigate the employment opportunities together,? said Rep. Jeff Miller, R-Fla., chairman of the House Committee on Veterans? Affairs.

Miller?s words hint at the fresh irony of post-war life for thousands of ex-service members: Their initial challenge is not a lack of help; it is the over-abundance of nonprofits seeking to guide veterans from their once-super-structured schedules and tight packs of buddies to the wide-open, ultra-competitive job market.

According to an April 2012 study by the Center for a New American Security, more than 40,000 nonprofit groups now exist in this country with missions focused on filling the various needs of active-duty troops, veterans and their families.

That giant-yet-fragmented bundle of organizations???while striving to do well by veterans???must also battle for the same funding dollars. And that jostling hasn?t fostered a cohesive landscape for veterans to navigate as they begin their new career journeys, Laureno said. Given that mish-mash of helping hands, some veterans simply don?t know where to go first.?

?I?ve heard occasionally people (in the veteran-helping field) use the word ?competitors.? They are competing for funds. They are competing for awareness. They are competing to be in the spotlight,? Laureno said. ?It?s also a well-documented issue in this community that there are some people, just like anything else, who got involved because wanted to help but that emerged as sort of looking for press.

?The founding partners here are not of that ilk. These are partners who have stuck with their original mission, who are focused on getting the help out to the people who need it, and who recognize that technology can help them take that help to a completely different level than ever before possible,? she added.

Google and VetNet are hoping to attract new partners from that sea of 40,000 groups. But they?re still hammering out the best ways to assess prospective collaborators ? and their larger intensions???before they are invited to join, Laureno said.

?That?s one of the biggest challenges all of us are facing in this issue, and that?s why there has been this proliferation of 40,000-plus (veterans organizations),? she said. ?We are going to need to have a some sort of vetting process. That is something the partners are working on right now: What will be the criteria they use to judge who comes on board and who doesn?t?

?Anyone who would like to get involved, who has effective services, and who is willing to make the commitment to providing them on this platform who will be supportive of the community, they?re all welcome,? she added. ?But if somebody wants to advertise on a one-off basis about their particular program, this probably isn?t the right place for them.?

Trial to start for teenager who shot baby - San Francisco Examiner

The trial is scheduled to begin today for the teenager accused of killing a 3-month-old boy in East Palo Alto last year while shooting into a car occupied by the child?s family.

Fabian Zaragoza of East Palo Alto and another unidentified teen allegedly mistook a member of the family ? who had been leaving a baby shower at the time of the June 5, 2011, incident ? for a Sure?o gang member, according to prosecutors.

Police said two teens fired 15 bullets into the family?s vehicle as they were leaving the party on Wisteria Drive around 1 a.m., injuring both parents and killing the infant boy, Izack Jimenez Garcia.

The baby?s brother, then 4, was not harmed. A day after the shooting, grief-stricken mother Ivonne Garcia-Lopez, who was shot in the leg while in the back seat, blamed herself for not being able to shield her youngest child.

On the night of the shooting, according to police, Zaragoza was seeking vengeance on Sure?o members who had beaten him up a week earlier in Redwood City. He thought he saw two of the gang members on Wisteria Drive, near the home where the baby shower was being held, police said. He allegedly left to fetch a gun and returned to the street with an accomplice.

The two teens thought at least one of the Sure?os were in the car when they opened fire into it, police said.

Izack Garcia was shot in the head, and his father, who was driving, was hit in the shoulder. Garcia-Lopez said she threw herself over her 4-year-old and hoped that the car seat would protect her 3-month-old.

?I took him out of the car seat and he had a hole in his head,? the devastated mom said at a news conference held a day after the incident.

Zaragoza, who was 17 at the time of the shooting but is being tried as an adult, has pleaded not guilty and remains in custody on no-bail status. Today, the first steps of his trial will begin more than a year after he was indicted by a grand jury on murder charges.

Trial motions are expected to be completed soon and a jury will likely be selected before the new year, San Mateo County District Attorney Steve Wagstaffe said Monday. Opening statements will be in early January, he said.

However, Zaragoza?s attorney, Peter Goldscheider, said Monday that he doesn?t believe a jury will be finalized until after the holidays.

Goldscheider declined to comment on the case before a jury is selected. He has said in the past that the evidence does not prove Zaragoza was the shooter.

Police say Zaragoza made statements implicating himself in the crime, and that the murder weapon was found in his home.

BOJ rift surfaces over easing as political debate heats up

TOKYO/NAGOYA, Japan (Reuters) - A split within the Bank of Japan was laid bare on Monday, with newcomers to its board pressing to strengthen commitment to an ultra-loose policy, as pressure on the central bank for bolder action intensified in the run up to next month's election.

Shifting the debate away from the central bank, BOJ Governor Masaaki Shirakawa repeated his view that monetary easing alone cannot beat deflation, urging the government pursue fiscal reform and deregulation to boost domestic investment.

But minutes of the October 30 meeting of the nine-member board released on Monday showed Takehiro Sato, one the newcomers, had suggested a more activist stance on monetary expansion once Shirakawa's term ends in April.

The conduct of policy became one of the most heated areas of political debate ahead of the December 16 election after Shinzo Abe, the leader of the opposition Liberal Democratic Party and likely next prime minister, called for the central bank to adopt negative interest rates among other radical measures.

Abe also threatened to take away the BOJ's independence to allow the government to call the shots on targets and policy action.

Sato, a former economist who has consistently called for more BOJ measures to keep yen rises in check, proposed linking monetary policy more closely to a rise in consumer prices and suggested giving up the BOJ's view that consumer inflation will approach 1 percent in the fiscal year ending in March 2015.

The minutes of the Oct 30 meeting showed Takahide Kiuchi, another former economist who joined the board with Sato in July, was alone in his support for the proposal, and their views lacked broad support.

"A few members raised the issue of whether it was possible to further exert influence on interest rates and demonstrate the BOJ's clearer stance on monetary easing by changing the current wording," the minutes showed.

"Most members expressed a cautious view regarding making changes to the wording of the policy commitment at this point."

At last month's meeting, the BOJ eased monetary policy by boosting its asset-buying program by 11 trillion yen ($133.5 billion), to 91 trillion yen. It also unveiled a plan to supply banks with unlimited cheap long-term funds under a new scheme initially seen sized around 15 trillion yen.

But that has not eased pressure on the BOJ.

Investors have bet on bolder monetary easing by the BOJ as Abe repeated calls for "unlimited" policy loosening, which drew strong opposition by incumbent prime minister and ruling party leader Yoshihiko Noda.

A weekly gauge of sentiment in the Japanese government bond market worsened to a level unseen in nearly five months on speculation of more aggressive easing following a likely change in the government after an election next month.

QUESTION OF DEGREE

The LDP's Abe, who was last prime minister in 2007, is calling for far more aggressive monetary measures to revive Japan's struggling export dependent economy, including a commitment to an inflation target of 2 percent to overcome deflation, with a change to the BOJ's governing law.

Sato proposed that the BOJ should say it will maintain ultra-easy policy until a 1 percent rise in consumer prices has been maintained, which is stronger that the BOJ's current commitment to maintain strong monetary stimulus until 1 percent inflation can be foreseen.

The BOJ now sets a 1 percent inflation target and sees as desirable medium- to long-term price growth in a range of zero to 2 percent.

Governor Shirakawa declined to respond directly to Abe's requests, saying only that the government and the central bank were doing their best to achieve the 1 percent price goal.

"If efforts to narrow Japan's output gap bears fruit, price growth and price expectations will gradually rise," he told business leaders in Nagoya, central Japan.

Shirakawa also said the BOJ was mindful of the pain a strong yen was inflicting on Japan's economy, suggesting its readiness to ease policy again should Japan slip deeper into recession.

Japan's main opposition Liberal Democratic Party (LDP) kept its clear lead ahead of the election, opinion polls showed on Monday, with the hawkish Japan Restoration Party (JRP) led by a nationalist ex-Tokyo governor running second.

Susan Rice battles critics as abrasive style takes toll

UNITED NATIONS/WASHINGTON (Reuters) - Susan Rice has had a series of diplomatic triumphs as U.S. ambassador to the United Nations. President Barack Obama, an old friend, showed he has her back when last week he publicly challenged her Republican critics over the Benghazi controversy to "go after me" rather than her. She knew former Secretary of State Madeleine Albright from the age of 4.

And yet Rice is now fighting for her political future. Her chances of becoming the next secretary of state - replacing Hillary Clinton - have been significantly damaged.

Senior Republicans, such as Senators John McCain and Lindsey Graham, have said they will oppose her getting the job, signaling a confirmation battle if Obama decides to nominate her. Some critics in the media, such as Washington Post columnist Dana Milbank, have said she is unsuitable for the position.

The immediate source of a lot of the criticism is her appearances on Sunday morning television shows in September five days after the U.S. ambassador to Libya, Christopher Stevens, and three other Americans had been killed in Benghazi.

Her critics bitterly complain that she misled the American public by suggesting that the assault was the result of a spontaneous protest rather than an organized assault by affiliates of al Qaeda. During the U.S. presidential campaign, supporters of Republican candidate Mitt Romney seized on the issue to attack Obama.

The antipathy in Washington and elsewhere, though, is based on more than a series of TV interviews. While U.N. diplomats and U.S. officials who have dealt with Rice praise the intellect of the 48-year-old former Rhodes scholar and graduate of Stanford and Oxford, they say she has won few popularity contests during her meteoric rise.

Diplomats on the 15-nation U.N. Security Council privately complain of Rice's aggressive negotiating tactics, describing her with terms like "undiplomatic" and "sometimes rather rude." They attributed some blunt language to Rice - "this is crap," "let's kill this" or "this is bull___."

"She's got a sort of a cowboy-ish attitude," one Western diplomat said. "She has a tendency to treat other countries as mere (U.S.) subsidiaries."

Two other diplomats - all three were male - supported this view.

"She's not easy," said David Rothkopf, the top manager and editor-at-large of Foreign Policy magazine. "I'm not sure I'd want to take her on a picnic with my family, but if the president wants her to be secretary of state, she'll work hard."

Indeed, along with a "no-nonsense" style, Rice has the most important ingredient for a successful secretary of state - a close relationship with the U.S. president, Rothkopf said.

Russian Ambassador Vitaly Churkin, himself not known for mincing words, publicly admonished Rice after she said Russian calls for an investigation into civilian deaths in Libya caused by NATO were a "bogus" ploy.

"Really this Stanford dictionary of expletives must be replaced by something more Victorian, because certainly this is not the language in which we intend to discuss matters with our partners in the Security Council," said Churkin, mocking Rice's education at Stanford.

More immediately at the United Nations, she faces criticism from human rights activists and some diplomats because of U.S. opposition to public criticism of Rwanda for its role in the worsening conflict in the Congo.

BREAKING HER SILENCE

Rice, who declined to comment for this article, broke her silence on the Benghazi controversy on Wednesday, defending her September statements about the attack.

But she did so on Thanksgiving eve when many Americans were traveling and when her comments were likely to be overshadowed by news of a ceasefire between Israel and Hamas.

"I relied solely and squarely on the information provided to me by the intelligence community," Rice told reporters at the United Nations. "I made clear that the information provided to me was preliminary and that our investigations would give us the definitive answers."

While Rice said some statements about her by McCain were "unfounded," she may have been trying to mend fences when she added: "I look forward to having the opportunity at the appropriate time to discuss all of this with him."

People who know Rice say she is finding it hard to keep up her spirits during a long autumn of criticism. "It's not easy being attacked publicly by people who have their facts wrong day after day," one U.S. official said.

Rice's defenders say that a lot of the attacks smacked of sexism as the same tough manner she can display has been seen as an asset in some legendary male American foreign affairs officials.

Rothkopf, who was an official in President Bill Clinton's administration, cited James Baker and Henry Kissinger as exemplary secretaries of state.

They were "tough infighters who broke a few eggs and made some enemies. They are admired for their toughness, and (Rice) is attacked for her abrasiveness," he said.

SOME SAY EMINENTLY QUALIFIED

Certainly, Rice has won some accolades for pushing the U.N. Security Council to adopt new Iran and North Korea sanctions, helping secure the toughest U.N. measures to date against those two countries over their nuclear programs. Rice also played a key role in negotiating last year's war resolution on Libya.

Current and former U.S. officials aligned with the Obama administration say Rice is eminently qualified for the post of secretary of state.

They say the attacks on her during the presidential campaign were part of Republican efforts to frame the Benghazi assault as a terrorist attack, possibly linked to al Qaeda, on Obama's watch.

"The president has a great record in fighting al Qaeda, so (Republicans) try to find a way of attacking his record on al Qaeda," said Richard Clarke, who was Rice's boss when she worked at the U.S. National Security Council during Bill Clinton's first term.

Rice became an official in the Clinton administration in the 1990s, at the National Security Council and State. Then, under Obama, she became the youngest woman and the first black female to become U.S. ambassador to the U.N.

She grew up close to the levers of power. She is the daughter of the late Emmett Rice, who was a Cornell University economics professor and member of the Federal Reserve Board of governors. Albright, who is a family friend, recommended Rice to become assistant secretary of state.

"We often traveled together and I took her advice very seriously," said Albright, who served as U.N. ambassador from 1993 to 1997 and secretary of state from 1997 to 2001. "I think she is one of the smartest people I know in national security issues."

REPAIRED TIES

While some Republicans have accused her of sacrificing U.S. interests in her effort to woo U.N. diplomats and also complain that she is too often absent during U.N. Security Council votes, neither criticism is given much credibility by other diplomats in New York.

They say Rice, whose husband and children live in Washington and who is a member of Obama's Cabinet, has an advantage as a U.N. negotiator because other nations' delegations know that when she takes a position on an issue, the president is almost certainly behind her.

A U.N. official said that when Rice took office in 2009 as Obama's U.N. envoy, she repaired much damage done to the U.S. image at the United Nations, an organization often criticized by the administration of former President George W. Bush.

"We have paid the price of stiff-arming the U.N. and spurning our international partners," Rice told an audience in 2009. Washington quickly paid up billions of dollars in dues and said it would work with the United Nations whenever possible.

In late 2009 and 2010, Rice led negotiations on a fourth U.N. sanctions resolution against Iran over a nuclear program that Tehran insists is for peaceful electricity generation but Western powers and their allies suspect is for weapons.

Britain and France, which had drafted the three previous U.N. sanctions resolutions on Iran, were reluctant to allow Rice to be the "pen holder" for a fourth, U.N. envoys said, mostly out of fear the Obama administration would offer a weak draft because of its determination to boost engagement with Tehran.

They were wrong. Rice's draft was far tougher than expected.

The Security Council passed it in June 2010 and European diplomats who worked on it acknowledge that it created one of the toughest sanctions regimes in U.N. history.

DUMBSTRUCK

Then came the battle for control of Libya in early 2011. After weeks of discussions within the divided U.S. administration, Obama decided that Washington could support a U.N. Security Council mandate for outside military forces to use "all necessary measures" short of an occupation to protect Libyan civilians from leader Muammar Gaddafi's forces.

The British and French were dumbstruck. Their initial reaction when Rice presented U.S. demands for a Libya resolution was that it was a ploy to get the Russians to veto it.

But then they realized she was serious.

Within 36 hours of the resolution passing on March 17, 2011, "the French were bombing Gaddafi's forces as they prepared to attack Benghazi," said one senior Western diplomat involved in the negotiations. "The Americans pushed the process well beyond what we thought we could achieve in the council, and it succeeded."

Still, it is far from smooth sailing for Rice. Security Council diplomats and human rights activists have more recently criticized her over Rwanda.

Her involvement with the East African nation began in the 1990s, when she was a National Security Council official responsible for international organizations and peacekeeping.

Still reeling from its 1993 failure in Somalia, the United States under Clinton did virtually nothing to stop the Rwanda genocide in 1994.

Nearly two decades later, council diplomats and rights groups accuse Rice of protecting Rwanda and President Paul Kagame, a charge that Rice's defenders say is baseless.

U.N. experts who monitor compliance with sanctions on Congo have accused Kagame's Rwanda of supporting the M23 rebellion in eastern Congo. M23, which is suspected of mass killings, rape and other atrocities, on Tuesday captured the city of Goma.

Rwanda denies supporting M23 but council diplomats and U.N. officials say those denials are hardly credible.

In June the experts sent a report on the allegations to the Security Council's Congo sanctions committee, where council diplomats said Rice blocked its publication for weeks. U.S. officials denied blocking it and said Washington only wanted Kigali to have a chance to respond.

Just on Monday, diplomats told Reuters, the U.S. delegation again insisted that Rwanda not be named in a resolution - which was passed by the council on Tuesday - criticizing M23 rebels' seizure of Goma.

Rice's defenders say she is following instructions from Washington, and the U.S. assessment is that singling out Rwanda for backing M23 would not be constructive. They also deny that she is trying to protect Rwanda or Kagame, calling instead for negotiations between Kigali and Kinshasa.

That doesn't wash with some human rights activists. "Despite its influence on Rwanda, in public the U.S. government has been inexplicably silent," said Philippe Bolopion, U.N. director for Human Rights Watch.

Green Blog: Another Path to Biofuels

Last week I wrote about two companies that are racing to be first in commercial-scale production of motor fuel from nonfood sources. A large group of other companies is pursuing various other strategies, one or two steps behind. One of those companies is planning to use algae.

The company, SEE Algae Technology of Austria, is building a 2.5-acre factory on a sugar plantation near Recife, Brazil, that will use genetically modified algae that can eat carbon dioxide from the sugar. Adding urea and some nutrients, the algae excrete ethanol.

The path to profitability, according to the company, is raising the amount of algae produced per unit of area. Algae grows in ponds, but that turns out to require a lot of space: sunlight does not penetrate more than a couple of inches, so the ponds must have big surfaces. The problem is that the carbon dioxide injected to promote algae growth tends to escape from a big surface.

SEE Algae?s solution is a silo that is 16 feet tall and has a volume of 177 cubic feet. Sunlight is directed all over the inside of the silo by optical fiber technology. Because the light is coming from multiple directions, the hardware can produce algae at a density up to 20 times greater than can be generated on a pond, according to Joachim Grill, the company?s chief executive.

The carbon dioxide source is a small electricity-producing plant that burns the part of the sugar cane that remains after the sugar has been extracted. (Brazilian sugar plantations have a second source of carbon dioxide: sugar is often used to make ethanol, and the yeast that digests the sugar and yields the ethanol also gives off a pure stream of carbon dioxide as well. Still, that carbon dioxide has more value when sold for edible uses like producing carbonated beverages, Dr. Grill said.)

The pilot plant, which is scheduled to be complete in May, will produce about 370,000 gallons of ethanol a year, Dr. Grill said. If it runs as planned, SEE Algae?s customer, Grupo JB, will add 14 more, all the same size. Even that would be small by the standards of commercial oil refineries, but it could turn out to be the first serious commercial production of ethanol from algae.

Using genetically altered algae to make ethanol is one route to biofuels, but SEE Algae has a second route in mind. Ordinary algae develops an oil as it grows, and this can be processed into a diesel substitute. The procedure involves removing the water and adding a solvent, generally hexane, that dissolves the cell wall so that the oil can be purified and processed.

But for the time being, Dr. Grill said, customers who follow that pathway do not bother making fuel from the oil. The reason is that the oil can also be processed into products with a higher profit margin, notably cosmetics and nutritional supplements, including Omega-3. ?It?s a big rage,?? he said of the latter.

Turning algae into fuel or other chemicals that are now made from oil could have commercial benefits when oil prices are high. But it could also make financial sense in countries that have put a price on carbon dioxide emissions to combat global warming, since the algae consume the carbon and reuse it in their product.

(If that product is fuel, the carbon will be released when the ethanol or biodiesel is burned. But environmentally, that is better than releasing carbon that had been sequestered deep underground as oil.)

German lab: Qatar man suffered from new virus

(AP) ? A patient from Qatar has been confirmed with a new virus related to SARS, while health officials are investigating whether it may have spread between humans after close contact in Saudi Arabia.

Germany's Robert Koch Institute said Friday that the Qatari patient fell ill in October with severe respiratory problems. He was brought to Germany for treatment in a specialty clinic, recovered after a month and was released this week.

As a precaution, the World Health Organization advised medical authorities around the world to test any patients with unexplained pneumonias for the new coronavirus, from a family of viruses that cause the common cold as well as SARS. Previously, WHO had only advised testing patients who had been to either Qatar or Saudi Arabia ? the two countries with all six reported cases.

"Until more information is available, it is prudent to consider that the virus is likely more widely distributed than just the two countries which have identified cases," WHO said.

WHO reported a cluster of four cases in October in a family living in the same household in Saudi Arabia, in which a father and son both fell ill with symptoms including pneumonia, fever and respiratory problems. The father, 70, died after developing renal failure. His son was hospitalized shortly afterwards and died four days later after multi-organ failure. The son was confirmed with the coronavirus while the father's results are pending.

Two other people in the same family got sick but both recovered. One was confirmed with the coronavirus while the other tested negative.

Health officials always keep a close eye on any clusters of unusual viruses within families, since they may suggest the possibility of human-to-human spread. Still, that is usually due to close contact in which family members are looking after sick loved ones and does not suggest the virus can be easily transmitted.

Experts aren't sure how the virus is spreading but suspect it may be jumping directly to humans from animals like bats, camels or goats. In the latest case from Qatar, however, the patient had no known links to animals.

WHO said Saudi officials were currently examining how its last cases got infected. "Investigations are ongoing to look at all sorts of exposure, including the possibility of human-to-human transmission," said spokeswoman Fadela Chaib. So far, there is no evidence the virus can spread easily between people.

The Koch institute says there is no evidence the Qatari patient treated in Germany infected anyone else in the country. "The Robert Koch Institute's assessment of the risk remains that the possibility of becoming infected in Germany is very low," the institute said.

About 8,500 people worldwide were affected by SARS, or Severe Acute Respiratory Syndrome, in 2003 and about 900 died.

Banks in Hungary eye post-austerity growth plan

BUDAPEST (Reuters) - Hungary's banks, smarting from an extension of Europe's highest bank tax, are counting on looser policy once the economy picks up, the interim chairman of the Hungarian Banking Association said.

The country's banks are looking for ways to work with the government, said Daniel Gyuris whose predecessor Mihaly Patai resigned as chairman last week in protest at new taxes on the financial sector.

The government of Prime Minister Viktor Orban has milked banks heavily as the indebted central European country of 10 million people struggled to keep its budget deficit within European Union limits to avoid financial sanctions.

Last week, Orban made permanent the bank levy, which at one stage was intended to be phased out by 2013, causing a shock among bankers and forcing a review of banks' lending strategies for the years ahead.

Gyuris told Reuters in an interview late on Wednesday that banks will review any cooperation on a project-by-project basis and keep looking for opportunities to cut risk and lend to viable businesses.

"I don't believe austerity will last forever," said Gyuris who also heads OTP Bank's mortgage unit. "We should not treat these matters on an emotional basis."

Gyuris added however there would be no new broad accord such as the one the sides brokered last year only for the government to renege on its pledge to ease the hefty bank levy.

Analysts expect austerity to further stifle recovery prospects after a recession this year, putting pressure on Orban's government to find ways to restore growth as it prepares for an election in 2014.

"Once the goal of growth becomes the top priority of this government instead of the singular goal of deficit containment, we believe that will necessitate a new attitude toward lenders," Gyuris said.

Despite several rounds of "shocking" measures that Orban's government slapped banks with over the past two years, Gyuris said lenders remained open to working with the government.

END OF AUSTERITY?

Gyuris said government austerity was probably close to an end as the budget-cutting measures, by most accounts, guarantee that Hungary would fulfill the European Commission's criteria and allow its exit from a deficit surveillance procedure next year.

"Most people believe managing the deficit... is complete," he said. "Growth is the most important and least painful way to make that structurally sustainable over the long term."

"We believe the government will find a way to cooperate with banks despite the higher bank tax. One way to do that would be to offset the bank tax with any measurable increase in business activity."

He said banks would be especially keen to participate in export pre-financing, agricultural financing or guarantee programs and co-financing for EU-funded projects.

With Hungary facing a potentially deep cut in EU subsidies as richer member states seek to cut back spending in the 2014-2020 period, Gyuris said it was paramount that every last cent of remaining funding is used.

"Nobody can afford the luxury of not using every last bit of our reduced share after the EU budget is finalized," he said.

EU leaders are due to thrash out a budget for the 2014-2020 period at a summit beginning on Thursday.

Jolla shows off Sailfish mobile OS, promises 'effortless multitasking,' speed galore

As promised, Jolla has shown off its newly launched Sailfish OS today, and said that UI will be all about speed and multitasking, while also cutting down on the finger dancing required to use it. The experience will start from the homescreen, where users will be able to control music playback or end a call using a "pulley" menu system without needing to open the respective apps. The Finnish startup also said that "many" Android apps would run on Jolla handsets without modification, though a simple port would be required for best operation. The company foresees the software running not only smartphones from players like new partner ST-Ericsson, but also on tablets, smart TVs and in-car systems, for instance. Attorney General George?Jepsen?is leading a national effort by state attorneys general who are urging Congress to extend tax relief for consumers who have mortgage debt canceled or forgiven because of financial hardship or a decline in housing values. ? ?

Jepsen?co-authored a letter with Florida Attorney General Pamela Bondi, which was signed onto? by 40 other attorneys general and sent today to U.S. House and Senate leaders. It asked the leaders to extend the exclusion, which has been in effect since 2007, and which will otherwise expire on Dec. 31, 2012. ?

The expiration comes at a time when many homeowners nationwide are benefitting from the $25 billion national settlement agreement with the nation?s five largest loan servicing companies, which provides $17 billion in debt reduction and other relief to homeowners. Many other banks across the country also offer mortgage modification and debt relief programs.?

?I urge Congress to extend this critical tax exclusion so that the very families who can least afford it are not stuck with an unexpected tax bill or deterred from participating in this historic settlement,? Attorney General?Jepsen?said. ?Extension of this tax exclusion is estimated to save taxpayers some $1.3 billion over two years.?

Under the federal Mortgage Debt Relief Act, in effect since 2007, mortgage debt that is forgiven after a foreclosure or short sale or through a loan modification provided to a homeowner in financial hardship may be excluded from a taxpayer?s calculation of taxable income. This exclusion only applies to mortgage debt forgiven on primary residences, not second homes.

?These mortgage modification and debt relief programs provide real relief to homeowners fighting to keep their homes or trying to get back on their feet,? Jepsen?said. ?Unless Congress acts, any debt relief to be provided in 2013 under the National Mortgage Settlement, as well as other mortgage debt relief programs, will likely be considered taxable income.?

An extension is included in the Family and Business Tax Cut Certainty Act of 2012 (S. 3521), which recently passed out of the Senate Finance Committee with bipartisan support.

Attorney General?Jepsen?is a member of the executive committee of attorneys general who helped to negotiate the $25 billion federal-state settlement agreement with the five largest mortgage loan servicing companies and continue to oversee the banks compliance. The agreement, announced in February, took effect in April.
